Institute of Diplomatic Studies will conduct a lecture entitled inflation in Saudi Arabia, causes and solutions:

As a part of lectures and programs within public activities, quarterly organized by the Institute of diplomatic studies, a lecture was held in the lecture's hall on Wednesday 30 Dhul Heja 1428H, entitled " Inflation in the Kingdom Causes and Solutions'' by Dr. Naseh Almarzouki Albuqmi, Professor Assistant and Supervisor of legitimate policy on the management of development programs, in which he spoke about Definition of inflation, where was divided into three sections, demand inflation, inflation costs, and imported inflation.

He outlined the reasons of each section as pointed out that the reasons for cost inflation is summarized in the increase of raw material and medium prices involved in the production of goods including land prices, increase in the cost of wages paid to workers, rate of interest, and manipulation of traders and producers. Reasons of demand inflation reflected a number of root causes, which lie in the increase of government spending, and the increase of private consumer demand, the increase of demand Investment, in addition to the increase in foreign demand on local products.

And the reasons for imported inflation which is related to the decline in dollar exchange rate, high oil prices, in addition to Higher commodity prices due to global non-oil reasons. He also reflected the effects of inflation, and curing methods as per

As for the economic and legal solutions to the problem of inflation in the Kingdom , he pointed out there are solutions to the problem of cost inflation, which are summarized in cancellation fees of public services, and work on

Reducing land prices, and prevent dealing with high interest loans, and the introduction of the mutual funding, the application of pricing policy in the event of any manipulation of the prices of goods from the part of traders, and accelerate the establishment of government institution for consumer protection, as well as Association for Consumer Protection in order to control prices and the rhythm of penalties on violators.

As for the solutions appropriate for the inflation in demand, the instructor summarized it stating that, there are a need to make people aware of the seriousness of Wasteful in the world and the hereafter, and eliminate government debt by creditors through the ownership of Government shares

in the corporate and finance projects through the instruments of Islamic and rent contracts that ends with ownership, increased restrictions on bank loans wave of funding consumer products, and imposing custom duties on exports in the event of failure to meet domestic demand, and support Zakat activating incomes of the poor and Endowments, and payment allocations depending on the size of families.

The instructor summarized the solutions of imported inflation in the importance of increasing the value of Saudi Riyal against the Dollar, reduction of oil prices, provide alternatives to imported goods with high prices, cancellation of custom duties, reduction of mediators and commercial agencies, as well as to prevent monopoly and encourage competition.

This lecture gained the presence and participation of teaching board members and students along with those members concerned with above mentioned subjects of interest.

It is worth noting that such lectures are among the activities of the institute's Rehabilitation programs department, aiming to diversify gained and cultural knowledge and promote it among scholars in diploma program.

Diplomatic Studies Institute involves in short term programs:

Diplomatic Studies Institute is preparing to involve in short term programs alongside its current programs after the approval of His Royal Highness Prince Saud Al-Faisal, Minister of Foreign Affairs, and the Chairman of the Institute, for the four programs which are, " Skills and Diplomats Presentation'' scheduled to enhance and develop capabilities of Foreign Ministry's staff that will be held on 17/1/1429H, and the "human rights in international and Islamic law, scheduled to develop capabilities of human rights organization's staff that will be held in the same former date, and the "international humanitarian law

scheduled to develop capabilities of Saudi Red Crescent Society's staff that will be held at 23 /1/ 1429 H. and the "skills to deal with diplomats and non-Muslims in the Kingdom, scheduled to enhance and develop capabilities of the staff of Propagation of Virtue and Prevention of Vice that will be held at 14/3/1429H.

It is noteworthy that such programs are available to the staff of Foreign Ministry and relevant government agencies related the international diplomatic work, nomination for such programs are done electronically through some official specific bodies and not through the individual themselves. The Institute participates in the activities of the Gulf Forum 2008 in Riyadh:

The Director of the Institute HE Ambassador Dr. Saad Bin Abdul Rahman Al Ammar has attended the opening of the Gulf Forum 2008 under the title: "Gulf security, visions and options" held in King Faisal Hall conference, Riyadh, on Tuesday 29 Dhul Heja 1428H, that lasted for two days. The Forum were organized by Gulf Research Forum Center located in Dubai in coordination with the Institute, a group of senior politicians has participated in the meetings of the Forum along with the most prominent academics and specialists in international relations, Arab and Islamic countries studies and research, and specialists from the countries of the Gulf Cooperation Council, the Middle East, Europe and Asia, the United States and others.

President of Gulf Research Center, Dr. Abdulaziz bin Othman bin Saqr, thanked in a speech mentioned during the first session of the Forum His Royal Highness Prince Saud Al-Faisal, Minister of Foreign Affairs, for the support

and his approval to held the forum in Riyadh. He also presented thanks to the Institute for his efforts to held the forum in cooperation and coordination with the Gulf Research Center.

Bin Saqr also stressed that the importance of security and stability in the Gulf region is not for GCC countries only, but extend to Gulf States, regional countries as well as to the whole world.

He explained that part of the Forum will aim to identify the potential and conditions for crystallization unified vision in order to build a security system that sustain greater stability in the Gulf region.

He discussed as well the current issues in the Middle East, particularly the situation in Iraq, Iranian nuclear file, and peace process in the region. He expressed his confidence that participants in the Forum will enhance its views and perceptions on the topics covered during its sessions.

HE Minister of State for Foreign Affairs Dr. Nizar bin Obaid Madani, stated in his speech that:

"In the name of Allah the Merciful Peace and grace of Allah be upon the prophets and messengers, Ladies and Gentlemen Peace be upon all of youI would like to welcome you on the occasion of the Gulf research Center's Annual Forum and hope a successful forum. I would also like to extend my sincere thanks to His Excellency Dr. Abdulaziz bin Othman bin Saqr, head of the center and all the participants for their efforts given to prepare and organize this important forum. Dear audience It is notable to every one of us that our region is facing serious, multiple conflicts that are growing very fast in a way that emergence crises and disturbing signs of great strife and serious risks, and growing Interventions are contradictory and competing directions. All this has created a general situation of turmoil of anxiety and fear and instability. Despite the optimism and confidence in the capacity of self-managed States in the region over the past decades that were built to support the stability and security of the Gulf region, but in the same time, such states does not conceal its fear against the region in particular and the world in general as turbulence and crises, which require more caution for the sake of preserving our achievements.

Let us remember in this area what the Custodian of the Two Holy Mosques during his inaugural address to the fifth summit of the leaders of the Gulf Cooperation Council that the Arab region is surrounded by a number of risks as if a reservoir full of gunpowder awaiting a spark to explode, and the security of the Gulf region as part of the Arab region must be affected negatively and positively by such crisis and changes.

Such changes and crisis had required from Saudi Arabia, and its sister countries of the Gulf Cooperation Council to redouble its diplomatic efforts and political presence, strengthen and revitalize the effectiveness of its role on the regional and international arenas, in order to deter threats and hazards and prevent their escalation, and working to calm the situation and avoid devastating conflicts, solving problems through peaceful means.

Saudi Arabia have played a major role during that critical period, especially with assuming the responsibility of presidency of the summit of the Gulf Cooperation Council and Arab summits in Riyadh and the special Islamic Summit in Mecca.

Duty of the Kingdom is to take the initiatives to formulate effective role on the Gulf and Arab and Islamic levels in order to preserve the identity of the Arab and Islamic nations, and defense its issues, maintenance of its own interests, and to address the dangers of discord and division and conflicts which threatens its existence, and escalation of conflicts between Islamic sects and ignite a sectarian conflict In different places of the Islamic world, particularly what is happening in Iraq and Lebanon.

We are aware of the existence of a minority of extremists among the sons of the Islamic nations, but we believe that all Islamic States should be fully convinced that the danger of extremism, and the seriousness of playing cards

Fuelling sectarian or ideological differences within the Muslim communities, because that extremism will return surely with disgrace and loss and will inevitably lead to a negative results extremely harmful to everyone.

As a recognition from Saudi Arabia to these risks and challenges, so Saudi Arabia was keen to not interfere in the internal affairs of other States, and has always stood at a distance a way from any denominations and sects that make up the communities of other States, and has always called for dialogue, understanding and reconciliation in any region where there are seeds of discord and division.

The actual challenges and risks faced by Gulf region from east to west, and the Arab world, Islamic world by multi-state doctrine and sects, requires us pursuing a dialogue, consultation and negotiation and to have rational, practical and serious solutions.

This approach should be based on a solid foundation of transparency and openness and disclosure, far from the courtesies broad generalities or empty hand, and the language of chaos, extremism and the threat of pressure on the other side.

Since our issue deals with security in its destruction of the Gulf region, it should not be limited only to address the determinants of the political, economic and military security, but must deal with the history of the region, composition and associated social customs and traditions, that impose a logic and balanced reason not to overcome them so as not to prejudice the composition and balance determinants. Hence, the imported solutions prepared from abroad without taking into account the circumstances and social conditions of each country may threaten the security and stability of those countries.

Ladies and Gentlemen,

The Kingdom of Saudi Arabia and its sister countries of the Gulf Cooperation Council have their own massive and sustained credibility in the adoption of a rationality and dialogue, so that they have obtained their position of leading and initiating capability of building bridges of dialogue and cooperation with all brothers and friends under these critical situations in which we live. There are many linkages and connections between members of the Gulf Cooperation Council, whether at the political, economic, cultural or social levels.There are some discrepancies and differences in the positions of the Gulf Cooperation Council related to the challenges, risks and issues they face, it should not obscure the bigger and broader vision that were asserted through practical experience of these countries and the same public perception of the determinants that shape and aspire their foreign policies.

We share our brothers in the Council of cooperation in setting goals, which serve the higher interests of our citizens and achieve their security, well-being and prosperity.

The roots of our Arab and Islamic culture constitute the pillars of our national identity, as our country were highlighted with the revelation and was the source of Arabism, and were honored by Allah Almighty by the Two Holy Mosques. Therefore, our permanent and tireless efforts to serve Arab and Islamic issues represent an integral part of our efforts paid to serve our national interests. I do not exaggerate if confirmed that the matches between our belonging to the National concern and Arab and Islamic identity is a unique feature that we must thank Allah for it.

We are fully convinced that harness all of our qualities to serve Arab and Islamic causes is our destiny and duty, we can not whatever the sacrifices, or repeated abuse, or grown to dissociate ourselves from the worries of our nation, or to be neutral at the risks, difficulties and challenges.

Hence, our policy has always been aimed to unify the efforts of Arabs and achieve solidarity of the Islamic world and put partial disputes aside. And our foreign policy was always seeking to uphold voice of reason, wisdom and moderation instead of yielding to bid emotional and empty slogans.

Our foreign policy was always calling to continue build on the previous achievements of Arab and Islamic countries via maintain Gulf Cooperation Council, Arab League, and the Organization of Islamic Conference.

Ladies and Gentlemen, We regard the Palestinian issue as our first and basic issue that will be the real option to provide security and stability in the entire region. The extremist vision will only grow and thrive through the growing feelings of despair and frustration resulting from the failure of international community in resolving conflicts via international legitimacy.

Perhaps it is appropriate to emphasize that the Palestinian issue has always been the focus and attention at all bilateral meetings with the countries of the world, and in all our diplomacy in international forums with multiple Parties. The support of Saudi Arabia to the goal of achieving a just and comprehensive peace that preserves Arab rights is notable in the peace process called for by the Custodian of the Two Holy Mosques, where all Arabs have accepted and called for during Beirut summit and was confirmed in all subsequent summits.

From that point, the Custodian of the Two Holy Mosques have called the Palestinians to Mecca who reached a mutual agreement to save blood and constitute a national united government, we all hope to prove this settlement on what agreed upon and hold the historic responsibility entrusted to them and resolve harmony, love and unity among themselves to preserve their rights and serve their cause and enable them to engage all our strength and confidence in the peace process supported by Arab world and internationally.

Dear brothers, We look at Iraq as an Arab country and a neighbor who suffered a lot, and the time came to enjoy security and stability necessary for any active effort to rebuild and reconstruct. The preservation of a Unified Iraq that enjoys security and stability and enjoys sovereignty and independence is crucial for all Iraqi parties concerned, regionally and internationally. This will not come unless with conditions to achieve comprehensive and national reconciliation that make all the Iraqi people be pride in belonging to this entity and help them participate actively on the base of equality of rights and duties. What is against Iraq needs and does not achieve their interests is sliding into a devastating civil war that will double the suffering of its citizens and lose their hope for a better future.

We look to Lebanon as a unique model of coexistence and positive interaction between different communities and creeds and orientations that should be maintained, and all of us deserve all possible support to preserve and build Its economy and consolidate unity and the safety of its constitutional institutions and its political independence, especially after what its people suffered from the ravages of civil war and successive Israeli attacks.

Just as there are negative factors to the security and stability of the region, there are also positive factors that would have their positive impact to build security and stability in the Gulf region, I mean the balanced relations established on mutual respect and constructive cooperation between the GCC and Islamic Republic of Iran which we consider a neighbor, with a cultural legacy and culturally distinct as long as a positive interaction with the Arab culture in the common cultural affiliation to the Islamic nation across the centuries are extended, and it has potential human and economic capabilities that makes it eligible to open prospects for cooperation and mutual benefits and interests. This is our duty together with Iran in order to renew and activate the positive partnership between the two shores of the Gulf with the spirit of responsibility and mutual respect, preserving the legitimate interests to achieve the aspirations of our people for security and stability, development and prosperity. And to spare our region to be a scene of conflict to international and regional powers through removing any reasons and justifications that lead to such causalities.

We have to pay every possible effort in order to serve Arab and Islamic causes and achieve the maximum available connections with international players, laying the foundations for understanding and dialogue with them, the attempt to influence their public opinions and their influential Foreign Affairs. The positive interaction with the whole world is a necessity for all peoples and nations since the interdependence based on benefits and common interests is the feature of today's world. I do not think that the importance of the Gulf Cooperation Council across its current global economic situation represent a high position and an influential force in the market need any sparkle, but what is important is the recruitment of these distinctive impact to achieve the greatest benefit as possible, through intensified cooperation programs based on mutual benefits and interests, and through our role in activating International economic forums. We have always been, and will continue, with Allah's willing, one of the most supportive elements for our brothers in Arab and Muslim worlds.

The keynote speaker was Dr. Saleh Al-Manie, Dean of administration Science Faculty, University of King Saud.

Followed by the second session entitled: "Gulf security and policy of national security", led by Dr. Mustafa Al-Ani, senior Counselor and director of the Security and Terrorism Studies, Gulf Research Centre in Dubai.

The session was commented by Dr. Abdullah Al-Shayji Chief of American Studies unit and Professor of International relations, Kuwait University, and Dr. Peter Jones, Associate Professor of the Faculty of Public Affairs

and International Studies, Faculty of Social Science, University of Ottawa, Canada.

The third session discussed �Gulf security and regional defense priorities'' that was headed by Dr. Abdul Karim al-Dakhil, professor of political science at King Saud University. The session was addressed by Dr. James Russell, co-director of the Centre of contemporary Conflicts in the American naval college, Monterrey, California. USA. And Dr. Mustafa Al-Ani, senior Counselor and director of the Security and Terrorism Studies, Gulf Research Centre Dubai UAE.

Sessions of the second day of the forum started with the fourth session entitled: "Gulf security and the internal dimension ", the session was chaired by Dr. Abdul Aziz bin Saqr, Chairman of Gulf Research Center. Followed by the fifth session entitled: "Gulf security and energy'' that was chaired by Dr. Jakomo

Lutchyani, the director Gulf Research Center in Geneva. Such session were addressed by both of Dr. Adnan Shihabuldin, former Secretary-General of the OPEC, senior research adviser, Oxford Institute for Energy Studies, and Dr. Magid Al-Muneef, governor of the Kingdom in the Governors Board of OPEC

and member of Shura Council and member of the Advisory body of the supreme economic council, Riyadh, Saudi Arabia.

The sixth and last session of the Forum entitled "Gulf security: available options", the session was chaired by Dr Christian Koch, director of the International Studies Program, Gulf Research Center in Dubai. the meeting was address by both of dr. Amin Saiqal, director of Arab and Islamic Studies Center, Australian National University, Canberra, Australia. And dr. Anoush Ehtchami, professor of international relations and director of governance and international relations College, Derm university, The United Kingdom.

Professor A.K. Pasha in a visit to the institute:

The Director of the Diplomatic Studies Institute Ambassador Dr. Saad Bin Abdul Rahman Al Ammar, on Saturday 3/1/1429H, welcomed Professor A.K Pasha, professor and lecturer in the West Asian and African Studies Centre, Jawaharlal Nehru University in New Delhi. During the meeting, they exchanged friendly conversations, and reviewed a number of topics of common interest between the Institute and the centre in the area of training, studies and exchange of experiences and ways of development. The visit program included an open meeting with faculty members and departments supervisors. At the end of the meeting, general manager of the institute delivered a commemorative gift for the guest. Also a lunch banquet was made to honor the guest in this occasion.

Discussions of the Strategic Studies Centre:

strategic studies institute within its scientific activities and in collaboration with the International Institute for Strategic Studies in London (IISS) held a panel discussion on Monday 30 Dhul Heja 1428H entitled "The future security in Gulf region." The panel covered three main topics, the first topic discussed the future of the American role in the region, main spokesman was Dr. Patrick Kronen, President of studies in IISS (London). The second topic discussed the situation in Iraq, main spokesman was Dr. Toby Doog, Senior Fellow in the affairs of Middle East region in IISS (London). The third topic discussed the Iranian nuclear file, main spokesman was Dr. Gary Samur, head of studies in the Foreign Relations Council (New York). A selection of specialists from the Institute and the Saudi universities and officials from the Foreign Ministry and relevant government agencies have participated in such discussions.

Strategic Studies Centre discusses multiculturalism and cultures overlapping

The Strategic Studies Centre:

Strategic Studies Centre discusses multiculturalism and cultures overlapping The Strategic Studies Centre held on Saturday, 28 Dhul Qeda 1428 H corresponding to 8 December 2007, within the scientific activities conducted a panel discussion on "multiculturalism and cultures overlapping in Canada and the Middle East: Lessons and Challenges". The main speaker was Professor Patrice Broder Dean of the Faculty of Theology and Science, University of religions, Montreal, Canada. Professor Broder has called for the urgent and immediate need to discuss the notion of pluralism as a possible idea to meet the challenges of identity and the dynamics facing communities these days. He mentioned that how Prophet Muhammad developed pluralistic model through comprehensive idea of the nation and how it was placed in the constitution of the city. He also explained that Canada has adopted in 1971 the modern version of the idea of pluralism and cultural rights of the nation based on pluralism.

Finally the spokesman discussed the idea of contemporary debates that try to find their way forward to the possibility of adoption the idea of a broader and more inclusive pluralistic views, where it is better to integrate and unify all forms of identity not only cultural and religious pluralism, and the integration of composite and complex business of this community, which is represented in high migration and consolidation. A selection of specialists from the Institute and the Saudi universities and officials from the Foreign Ministry and relevant government agencies have participated in such discussions.

A diplomatic lecture was held at the Institute about the international economic sanctions, ingredients of success and failure:

Dr. Mohammed bin Fahd Al-Qahtani, assistant Professor of Economics in the Institute, headed a lecture entitled: " international diplomatic sanctions: ingredients of success and failure" on Wednesday 25/11/1428H, that were held at Institute's lectures hall. The lecture shed the light on the reasons and factors that lead to the success or failure of economic sanctions as a tool to achieve required results, such as political and economic structure for the imposer and targeted country and the objectivity of required results, beside the position of the international community from such sanctions.

Spokesman also discussed smart sanctions, sanctions in the era of globalization, results of punishment and ruling regime change mechanisms. The lecture was attended by a number of those interested with the topic representing professors and students of the institute.

The Institute participates in the Information Technology and National Security conference:

The Institute represented by information technology directorate has participated in the Information Technology and National Security conference that were organized by the Presidency of General Intelligence, during the period of 21 - 24 Dhul Qeda 1428H at King Fahad Cultural Centre in Riyadh, which was opened by his Royal Highness Prince Sultan Bin Abdul Aziz Al-Saud, deputy Prime Minister and Minister of Defense and Aviation and Inspector general on behalf of the Custodian of the Two Holy

The Director of the Information Technology Department Mr. Bandar bin Talal Al-Rasheed stated that the participation of the Institute and attending the conference allowed the Institute to acquire more experience and knowledge and communicate with researchers and people interested in information technology, which is regarded as the Institute's intentions represented by its Information Technology Department in order to enhance the level of knowledge and information for its employees.
